Lawmakers said the upgrade, targeted to be operational in 2020, will allow all Putnam County agencies to communicate directly during emergencies and remove
dead spots that now prevent radio contact in some parts of the county. Operational by 2020?????? I guess they never delt with MOTOROLA.

This is the right way to go.” Legislator Toni E. Addonizio (District3) noted that an incentive package from Motorola that will save Putnam $2 million. I guess that's before MOTOROLA "discovers" that they need more towers to get complete coverage.

Not so funny stuff:
Lannon told lawmakers that the new technology will also allow the Sheriff’s department to send encrypted messages.

Yea, Not Happening...My guess is 2021-2023. Maybe even after that Who knows, but just like GTR said before there are many roadblocks that just add to these deadlines.

Just Looking aswell on the FCC page for Putnam and i can see 2 FCC Licensed for SY all in the 700-800 Mhz range. These look like future Frequency for the New System but then again I Could Be Wrong. WRAB828 WQZT837

Yes, those are the two system licenses. 7 frequencies at 9 sites. 700 MHz repeaters...the 800 MHz frequencies you see on the licenses are the inputs (+30 MHz offset for 700 MHz)
