Putnam County/Palatka 153.77 Question

I hear what I believe is Palatka/Putnam County fire tones and analog voice dispatch on 153.77 MHz (CSQ), though there is nothing listed in RRDB on this frequency nor any FCC licenses in Putnam County for this frequency. I've heard several dispatches where the target addresses exactly matches Palatka.

Can anyone clarify what I might be hearing?

I don't know if they changed freqs for tone outs. I thought it was on 154.190 csq. One time they were using a ctcss til about 15 years ago.

When Flagler built out their P25, I remember them changing their Fire Dispatch VHF from 155.xxx to 156.21 PL167.9 as it is now. Maybe the same thing is happening in Putnam?

Since you caught it in CSQ mode, might it be bleeding from another close frequency?

Since you caught it in CSQ mode, might it be bleeding from another close frequency?
I wonder if the analog tone out will be moved over to the new p25 system. SJC hasn't used vhf tone outs since they moved to the p25.
