Putnam Valley using gmrs frequencies

just was curious if anyone know why putnam valley school are using theses 3 gmrs frequenices 462.575,462.625 and 462.6750 and yet the rest of the frequencies they use are not gmrs. i am assuming there is a reason behind that

Those three frequencies are not exclusive to GMRS, in fact they are also part of the license-free FRS plan. Why would they use them? Because the radios are cheap and no license is required, so no hassle or cost in dealing with frequency coordinators and the FCC.

It was also possible and totally legal, back up until the mid/late 1990's, for businesses to license GMRS channels.

May or may not be the case with this particular application, but it would be worth searching the FCC database and see if they have a grandfathered GMRS license.
