You probably heard "VTAC11". These frequencies ("VTAC") are part of a national interoperability system to allow mutual aid communications, for situations such as you describe.
A Google search on "VTAC" along wih NPSTC may return results of interest.
While some jurisdiction may use a different frequency, national best practices suggest VTAC11 is 151.1375 or perhaps 159.4725
