Question about a digital signal in Tacoma, WA

Hi, I have a Radio Shack Pro 106, probably not programmed correctly, am currently in Tacoma, and keep picking up what is labeled as DG while in "SRCH" mode under "Public Safety". The frequency is: 866.862500
I can almost make out what they are saying, but its my thought that due to incorrect/lack of programming I am unable to monitor this correctly. Does anyone know anything about this freq.?

The frequency is: 866.862500

This is part of the main Tacoma trunk. If you are hearing DG it is most likely ENC.
