Aspen operates on this system as indicated in the World Famous RRDB

I think the OP is looking for clarification as there are no Aspen-specific LE talkgroups (only Fire, EMS, other services). Assuming they're utilizing the countywide LE talkgroups? Someone local will need to weigh in to confirm or refute my assumption

Yes,, all the law enforcement agencies are on the PITLAW dispatch frequency. 0-99 is the SO, 100's Aspen PD, 200's Snowmass Village PD, 300's Basalt PD. They each have a car to car tactical channel that corresponds to their radio number. i.e.: PITTAC 0 = SO, PIT TAC 2 = Snowmass Village, etc. Similar for fire, one countywide, and tacs for each agency. 400s=Roaring Fork FD (Basalt & Snowmass), 500's Mt Rescue Aspen, 600s Aspen FD, 700s not currently used (was Snowmass FD), 800's County R&B, 900s Aspen Ambulance

Correction, the 700's were reassigned to the ARFF units at the airport. (They happened to have a call tonight that reminded me).
