Question about EDACS on PRO-97

I have a PRO-97 and am confused about programming EDACS systems. If a county has 6 different towers that the EDACS system uses, do I have to put each tower intoa separate bank on my scanner or can I put all the towers for that county into one bank? For example, Harnett County North Carolina has 6 towers in the county. Does each of the towers have to be in a separate bank on my scanner or can I put all of Harnett Co. in the same bank?

Each tower (assuming they use separate freq's) needs a separate bank.
