Question about Milwaukee PD

Hi.

I hear officers being given "all channels." (As in, "You have all channels.")

Then, the officer reads out a message (description of stolen car, etc.) and ends it with the MPD callsign.

Can somebody explain:
What is "all channels?" I don't hear a simulcast on all frequencies.

Why is the officer reading the information rather than the dispatcher?

How does the dispatcher know that the officer is ready to read the information? The officers don't come over the air asking for it.

All channels would be
(F1) 460.075 Dist 3 & 5
(F2) 460.225 Dist 4 & 7
(F3) 460.350 Dist 1,2,6
(F7) 460.375 Citywide Detectives

You might of missed it but officers will say something like "xx can I have the air for a description" and they might of said it on a freq you wern't monitoring at the time.
I noticed sometimes a dispatcher will say you have all channels but they are wrong

I've been listening more and learning more. I did hear a dispatcher once specify which channels (something like "you had 2, 3 and 7; Milwaukee Police KSA536.")

Now, what is a "MO" (Mental ____?)
I also hear "PI" which sounds like it could be "people injured" for an accident.
