I would ask down in the WV regional forum. They can help you better than I can with what is available in your area.

The latest version of the software allows you to download directly from the RR database with a Premium Subscription

I looked at the datadbase
http://www.radioreference.com/apps/db/?ctid=3002 and really only see conventional frequencies being used in your area right now, there is a local site on the WVIRP system so you might be able to pick things up there that aren't in your area.
I made up a fast file you can load into the software just to give you an idea of what to expect.
Hey Thank you for the attached file , but I haven't gotten to open it yet i'm having some kind of problem with it , maybe you can help me out with this I went to the site you gave me and downloaded two versions of the program one was the arc250 and the other one was the arc250pro and when I click on the icon on the desk top to open it ,a box pops up telling me (ARC250BASIC unregistered/demo version, please activate the software:
if you purchased the CDROM, the activation code is in the CDROM case
if you purchased online, the activation code is sent to you by e-mail
to enter the activation code, select HELP_REGISTER with valid activation code the software will run in demo mode ) Then I click ok and it takes me to the page were I put in all the frequencys and stuff. And when I went to file to try to open the file you attached, it wont do nothing. Am I doing somthing wrong please note I didn't pay for this program and never got any activation code
