Normally, when I turned the squelch all the way to the left (the off position for the volume) I would hear nothing but static, and had to tune accordingly so the static would disappear. This would happen when I had all frequencies programmed in as FM.

I recently learned that PL tones should be programmed in as CT and DPL tones as DC. Moving from FM to CT/DC, did this cause my squelch to not turn channels to static, or did I screw something up and need to go for a reset of the scanner?

Yes on conventional channels if the code squelch is turned on you won't hear the static.
