Question: is Whatcom county conventional or digital?

Hello all I have to take a trip to Whatcom County next week from San Juan County, is Whatcom conventional or digital from what I was reading it looks like its analog still? i want to take my uniden or whistler with me and listen in while I am there, also just out of curiosity are Skagit or Whatcom County Public Transit buses phase 1 or 2 or conventional?

Everything listed in the RRDB is analog for both counties. Also, there is no such thing as P25 Phase II conventional; it's trunking only.
