It seems there are "hybrid" systems that use Phase 1 and Phase 2 talkgroups. I assume my 996XT will still work on these trunked system, only receiving the Phase 1 groups. Is this correct?

I used my 396xt to monitor the New Jersey 700mhz system before I got my PSR-800. So yes, you are correct. As long as the talkgroups remain Phase l, you can monitor those.
