Question on recent FCC grant

I have attached a snippet, of the BNSF railroad grant in Northern Illinois. Can anyone tell me what 4K00F1E is? I know that many users are switching to the 11K2F3E for narrowband requirements, and 20K0F3E would be the standard currently. But what is the 4k00F1E? Is this preparation for further narrowband or is it for data emissions?
