Question with CSP private calls...

I have a new Uniden 796D and have programmed all the Connecticut State Police frequencies, talk groups, and set the unit for control channel only operation. I seem to hear everything as far as dispatches, car to car chat, etc. I have been recently hearing troopers requesting HQ to contact them on a "private call" on their portables. What does private call mean? Is there a way to hear this?

Enter 700000 in your CSP group list

Private calls are tempoary talkgroups that allow one radio to speak directly to another radio in the system without being on a "normal" talkgroup, but is not a simplex operation.
