This question really belongs elsewhere, and it's marked out of stock in any case, but the answer is yes, for frequencies likely above 140 Mhz or so to about 500 Mhz. You would need a different antenna for other ranges.

You can do better for that price, though. Indoor antennas are a challenge, no doubt about it, but you should do some homework - precisely what are you interested in hearing, and what is your situation (I'm sure you're in a condo or apartment, but do you have an attic to work with? Are you high up or down on the ground floor, etc.)?

I live in a 3 bedroom wheelchair accessible bungalow/house. No basement. I want to listen to and or decode anything that I want to at any given time with the RSP2 Pro.
