Questions re: Police and airport freqs in Appleton

Hi everyone. I'm a newbie in a way with scanning/monitoring. Actually, about 15 years ago, I was really into it, and then my life became very busy, so now I'm getting back into it. From what I've read so far, things have changed drastically in 15 years. I hear that most frequencies are digitally encrypted and therefore cannot be heard anymore with a scanner or radio. I also understand trunked frequencies are very popular. Unfortunately, with the equipment I have, I don't believe I can listen to those. I have a Radio Shack DX-398 for shortwave, and a Radio Shack PRO-2006 400 channel scanner. Does anyone know of any unencrypted police frequencies for Appleton/Outagamie County? Also, I'm looking for various airport frequencies for Outagamie County Airport, like security, snow removal, etc.

Nevermind! Found the database, and have another question.

This website is amazing. I didn't know there was an entire database of frequencies. I found Outagamie County, it had police, public works, airport, fire freqs, etc. How awesome. I remember 15 years ago finding frequencies by searching through freqs on my scanner, very laborious and time consuming. Then I'd guess as to what it was based on what I heard, recorded by hand each one in my freqency book I got from Radio Shack. Times and technology sure have changed. Pretty cool. Now I thought of another question. Since my PRO-2006 scanner is so old, would it even be possible to download frequencies from that database on there? It stated I'd need to get a premium subscription, which is no problem. Then I'd need to download one of the programs. I just don't know if that would even work on my scanner. If anyone has a PRO-2006 and has done this, please advise. Many thanks.

Okay, that question was answered too

Thanks much to Ryan, who answered my most previous question. I posted it to another forum. This is quite a site, much to explore.
