DSDPlus Radio monitor Messages

I have not seen these Radio Monitor messages in any other P25 system I've monitored, anyone know what they mean? -

One radio is forcing the other to transmit.

Would they do this for emergency or something similar? As a means to listen in to verify the safety of the member with that radio ID?

Could be. Or could just be testing, seeing as how the IDs are neighbors...
