Is it legal in the state to carry a police radio with you in the car? Also does it interfear with the police cruisers when i am close to them if another frequency is talking?

Check the Iowa state laws to find out.
no your scanner will not interefere with the cops radio next to you, worst case it you have the scanner turned up too loud you might get some feedback if you have the windows rolled down, ever stick a microphone into a guitar amp and held it next to the speaker?
