radio shack digital 2096 anythoughts?

Hi, Im new to scanning the police in my area (rochester new york) our Digital. Im thinking of buying a refurbished radio shack digital 2096. Is this a good first Scanner for a new person to the hobby? Any comments or thoughts about this scanner? Is the level of difficulty ok to program for my first scanner? Thanks for any thoughts, Andy
