RAdio Shack Pro-164 and Philadelphia Police and Fire Freqs

Can the Philadelphia Police and Fire Department frequencies be heard using a Radio Shack Pro-164 scanner? My nephew asked me to help him set up his scanning frequencies, but I haven't used a scanner since Philly went to their Motorola digital frequencies a few years back. So the knowledge that I had from my old Pro-46 doesn't carry over to the new technology.

Yes it is. You would need a digital capable scanner such as a RS Pro 96/2096, Uniden 396/996 or GRE PSR 500/600.
