That would be TRUNKING, not trucking....

The 91 is a VERY old and frankly out of date scanner, but let's start at the beginning; precisely what system are you trying to program? This will help us know whether that scanner can handle the system. Go up to the RadioReference link in the blue area on the top left, then use the pulldown for database. Use the various maps and pulldowns to get to your state and county. Let's see what you are trying to hear

That is a very old scanner that was only able to track Motorola systems.

Please tell us what you wish to monitor and if it's P25 you will be out of luck.

I guess this is Chesterfield County, Virginia. Your PRO-91 isn't go going to work with the talkgroups being digital.

I am down this way twice a week for work and know you you need a scanner that has P25.

Also all law enforcement in this region, but State Police is encrypted.

it can not be rebanded and it can't do digital.
it would be a great 'extra' analog receiver for conventional analog stuff.
air, frs, gmrs, murs, NOAA weather...

At the bare minimum you're going to need a P25 Phase-I capable scanner to track the talkgroups ID'ed as mode "D" (FDMA). Only caveat is the cells (group of sites) on your system of interest are simulcast so you'll likely encounter simulcast distortion if you monitor with most capable scanners. My recommendation to bring in these types of systems with minimal issues would be a Uniden SDS100 (handheld) or SDS200 (base) as these are the only scanners designed to cope with the effects of simulcast distortion. Welcome to the RR forums!

From here you don't need a new scanner as of right now. :)
I see the system that is still current and the Pro 91 can do this - Richmond/Henrico/Chesterfield Trunking System, Various, Virginia
This radio system is quite old(Motorola Type II SmartZone) and would expect them to go to full digital P25 at sometime in the future, likely the state STARS system. Best to ask about that in the Virginia forum.
Chesterfield is not listed on the digital STARS system, Virginia Statewide Agencies Radio System (STARS) Trunking System, Statewide, Virginia

There are two frequencies listed as talkaround P25 for fire/police the 91 cant get though at Chesterfield County, Virginia (VA) Scanner Frequencies and Radio Frequency Reference

Here's the specs and systems it can do Pro-91 - The RadioReference Wiki

==================================
For digital,
Uniden model’s that are digital, prices lowest to highest:
996P2, 325P2, 436HP, Home Patrol2, 536HP, SDS 100, SDS 200.

The SDS models are expensive, but work flawlessly in counties with multiple towers that use the frequencies= simulcast.

Discontinueds say on ebay, facebook marketplace, may suffer simulcast distortion:
Uniden 396T, 396XT, 996T, 996XT, Home Patrol 1
Radio shack pro 96, 2096, 106, 197, 651, 652

Current ones that won’t work, since they are not digital or a trunktracker-
365CRS, 355-all 355 model types, 125AT, BCT15X, BC75XLT, WS1010 and WS1025.
