Radio Squelch

I use a Baofeng UV-82 as my scanner only radio. (It was cheap at the time) and when I listen to my local city police. Almost all of there radio traffic as they key up is cut off. I don't have this problem when I listen to my county law or fire. They are all on the same system. I'm not sure whats up? Anyway I assume its the my radio that is not receiving fast enough or a squelch issue. For example I will hear dispatch say " 91 " (calling a unit) but what will come out of my radio SOMETIMES is " 1 " It sometimes cuts off the first second of traffic.

Check your dual watch settings and if you are using CTCSS make sure you have all channels set to "Narrow"

Scanning, dual receive (TDR), battery save, CTCSS decode and DCS decode can all cause that to varying extent. If you set custom squelch levels in Chirp and have them too high that might also cause it.

In power save mode the audio circuit is powered down during periods of no activity which causes the first part of transmissions to be cut off until the audio circuit is re-energized and functional again.
