Probably not....have a look at this cool photo from 1925 and tell me how much things have changed...
Interoperability?
Two trucks operating plus one water tower in service. The only difference today would be that the DCFD doesn't seem to have water towers (OCFD calls them telebooms). Their trucks are still tillered.
'25 is a little early for radio in the fire service but not my much. DCFD still has boats and surely did then - that's where most fire radio started.
As for interoperability, I don't know the extent of the DC area's fire telegraph system. It's possible that they had box circuits to neighboring cities for mutual aid.
Otherwise, yelling across the fireground probably worked OK.
