I have both a Radioshack Pro106, recently purchased. And a GRE PSR 500, I've had for a few years. Unless I'm missing something. I can't find a way to monitor talkgroups I've programmed in the radios, and that's it. I live near Seattle Washington. And I don't want either radio picking up every bit of voice traffic on the Seattle/King county TRS from talkgroups of absolutely no interest to me. Is there a way to get both radios to only scan talkgroups I've programmed, and that's it?

Be sure you do not have the wildcard option turned on. Since it looks for new talk groups, any you don't have programmed may be detected and played.

Ditto no wildcards for the system or make sure you have the setting checked for TGRPS in disabled sl's =Locked out.

Yes, what they said. It will say talkgroup ID = wildcard, that is the wildcard and will pick up everything even if you have other talkgroup ID's programmed in.
