Railroad contractors in Northwest New York

I was curious if the big guy railroads up in Northwest NY, primarily Buffalo and Niagara Falls region use an external contractor firm [like Loram, or something of the such, or as in the case of Richmond, VA area - Crane Masters] to help with major maintenance projects like rerailing railcars, cross tie work, and the such, and do they use host railroad frequencies, or do they use their own set of frequencies?
