RALEIGH - State and county emergency officials thwarted a potential terrorist threat Saturday morning in downtown Raleigh.The "threat" was a simulated event coordinated by county officials to debut a radio system that will allow law enforcement, fire and emergency management workers to communicate with each other on 14 radio channels.
