It was recently brought to our attention that two radio licenses, WPCV253 and WPEJ800, which have been assigned to the American Rescue Dog Association (ARDA) for over 20 years, were inappropriately transferred to the Ramapo Rescue Dog Association (Ramapo) in March 2011. This transfer was unauthorized and we request that this be reversed and that the licenses are transferred back to the American Rescue Dog Association. My understanding is that this transfer is in violation of FCC Rule 1.948 in that it is an unauthorized assignment or transfer of control of the licenses from ARDA to Ramapo without the notification nor approval of ARDA and the FCC.
While Ramapo was previously a member unit of the ARDA, they withdrew from the organization in February 2006 and since that time Ramapo has not had any association with ARDA nor are any of their members ARDA officers or members of the ARDA Board of Directors. In March 2009, ARDA updated its registration information in the CORES system to reflect their new mailing address, contact phone, and contact person, thus removing the previous point of contact, Tim Sullivan, who was and still is a member of the Ramapo Rescue Dog Association. This update was assigned the FCC Registration Number, 0004-2481-18 and was dated March 17, 2009. Up until the unauthorized change of information in March 2011 the information reflected in the CORES system was correct.
I appreciate your prompt attend to this matter as it affects our operational status and our ability to respond to emergencies.
