I just bought a brand new whistler we1040 and honestly have no idea how to work it. All I’m looking for is some help with the frequencies, I got the scanner so that I can listen to fire calls that come for cities in Ramsey co as well as there ops channels, and I’d also like to listen to all city police and Ramsey co sheriffs in Ramsey co along with the LTACs and any talk group numbers I would need! If anyone could post these frequencies or point me in the right direction that would be great!

Check out the Minnesota section of the database, everything you're looking for should be in there.

I looked at that I just wasn’t sure what frequencies were for city police in Ramsey co and what talk group numbers were used for and where to find them.

The talkgroups used for the city will vary depending on the city. If you go to the ARMER listing you will need to scroll down to the listings for Ramsey County, they are broken up into three sections

https://www.radioreference.com/apps/db/?sid=3508

Ramsey County Talkgroups
Ramsey County - St Paul Talkgroups
Ramsey County - Cities Talkgroups

You will want to read the descriptions to tell you the users, and the function tag will tell you how they use it.

Law Dispatch - communication between cars and dispatch
Law Tac - used for specific operations
Law Talk - used for talking between cars

You also want to program the Ramsey County Simulcast Site, these are the control channels for that site and you only needs these frequencies in the for that site.
852.0875
853.3625
853.7125
853.7625

And the LTACS (and other statewide tacs) are in the statewide interoperability section.

I'd also suggest looking at the Metro Interoperability section for the ME TACs and METCOM, lots of good stuff on these talkgroups.

Whenever I enter in the main frequency for Ramsey County which is 852.0875 all I get is static and I try to use the squelch and it won’t work, what am I doing wrong? I also entered the talk groups for law dispatch for Ramsey co east west and central in the same bank but I hear nothing?

You need to program the whole thing as a P25 Trunking system. What you are hearing is the control channel, this is what tells the radios what frequency to use

So I go into talkgroups and I put it on p25 manual and add in the frequency or how would I do this?

I know very little about the Whistler line of scanners. That said, I'm sure there is programming software available for this unit. Hopefully that software would work in conjunction with you becoming a premium subscriber to RR where you can download the "stuff" needed to program your scanner correctly.

The Minnesota system is complicated as are the new era of scanners. Having the assistance of computer programming capabilities lessens the chance for errors and resulting frustration. Especially for someone entering the "learning curve".

You won't want to enter the frequencies as conventional since it is part a of a trunking system.

Push - PGM>F1(NEW)>F1(TGRP)
You can then select the scan list using the directional pad
Scroll down to TSYS:
Push SEL button
Change type to P25 Auto
Scroll down to TAG:
Rename to ARMER
Scroll down to Frequencies:
Push SEL Button
Type in the following Frequencies
852.0875
853.3625
853.7125
853.7625
Push F1(Save)
Push F1(Save)Again
You will now be back to editing the talkgroup, add as desired.

Next time you add a talkgroup, select the system ARMER for the TSYS: by scrolling to the right,

This is much easier to do with the computer software, especially if you are programming several channels.

With the exception of White Bear Lake and St Paul all law enforcement will be on talkgroups listed as the Ramsey County Sheriff East, Central, and West mains.

With the exception of White Bear Lake and St Paul all fire departments are dispatched on the Ramsey County Fire North Talkgroup

The talkgroups listed to individual cities are car to car talkgroups. Those don't typically see a lot of activity or anything overly noteworthy.

Does anyone know if the Ramsey county dispatch law frequencies changes or talk group numbers? I can’t seem to get anything from Ramsey east west and main!

There is software that can be used to program this brand of scanner. I can't remember the name of it right now. It is free to use for 30 days and then I think $20-30 for a subscription. Course you got to buy the programming cable also.

Are you referring to the Arcsoft programs?
