Randolph County/Cuthbert Question

While recently driving through Randolph County near Cuthbert, I heard what seemed to be an LEO conversation on a strong repeater on 154.145 with tone of 82.5.

I have not been able to find anything in the licensing data that fits this situation. Can anyone id this station

Unfortunately, there doesn't seem to be any agency in either Georgia or Alabama within reasonable range of Cuthbert that is licensed to use that frequency. HOWEVER, I didn't check newly licensed frequencies or applications. Chattahoochee County, just north of Cuthbert, used to use that frequency but it shows their license has expired.

Yeah, sort of wierd. I was right outside Cuthbert on US 27 maybe a mile S of town. I actually had the Chatttahoochee frequency programmed with alphnumerics, so the scanner stopped and the display showed that channel, so I did not mis read the frequency. I noted the tone, so I am pretty sure of what I saw. Later I looked in the memory and verified it was 154.145 for that channel. The transmission was about 30 seconds of back and forth dealing with a vehicle registration check, so it didn't sound like bleed over or skip or anything like that. It certainly sounded "loud and clear" like a repeater not too far away.
