Random findings around NW Wisconsin:

While scanning around in NW Wisconsin, I found that frequency 154.8825 has shown up with a PL of 162.2 which I had Tagged as Barron Tac. Elk Mound, FD 154.1450 has a PL 136.5, Eau Claire's "Township FD" on 46.4200 has a PL of 67.0, Sawyer Co Jail 154.8000 had a PL 179.9, I found a listing in the FCC for Spooner PD (Washburn County) 154.8150 to be transmitting a P25: 642 which was found in northern Barron County, not sure what that is,

A trunk system seems to be active with two channels giving me activity: 150.9650 and 152.7700 and seem to be functioning as a Control channel, any help? I don't currently have any trunking systems programmed into my scanner, but not sure what this is.. Just thought I'd be providing any updates if these are in fact "True finds" and not just something from another county bleeding over.

Radio Shack Pro-106 with a Watson W881 "SUPER GAIN" antenna.

I checked to see what I had programmed in my scanner for that area. I'm in the SE part of the state but like to scan for DX when there is tropo. I didn't have anything for 154.8825 162.2, however, that is very close to the Eau Claire sheriff frequency of 154.875 162.2. For 154.145 136.5 I have Scott county MInnesota Fire. And for 154.800 179.9 I've got Polk county WI fire.

I live around 2 hours from the "Twin Cities" so I doubt that I am picking up Scott Co, MN.

Don't be so sure about that. For the last several weeks there have been enhanced propagation conditions for VHF signals. I am hearing agencies from over 200 miles away and there are interference issues because of shared PL use on some frequencies.

Night before last someone I know was getting a county FM station from Kentucky in Minnesota that was totally covering the local 100kW local station on the same frequency.

That was me, around 3:30AM on 8/2. I was mobile outside of Cannon Falls MN. Had the FM radio tuned to 92.5 for KQRS out of the Twin Cities. They broadcast from a ~1500 foot tower at Shoreview MN, Wikipedia says 100,000 watts. That transmiter was about 40 miles to my north.

Instead I was receiving WBKR country on 92.5 out of Owensboro Kentucky, full quiering in stereo mode. As I drove around the radio was fading between the two stations.

I was also able to affiliate to WISCOM sites all over western and central WI. Cool stuff! I was trying some calls on 146.52 but I guess no one was awake.
