Rapides Parish talkgroup identification thread

I'm making this thread in an attempt to rally radio enthusiasts monitoring the Rapides Parish Communications Agency. This also includes people in the surrounding areas of Rapides Parish (especially Grant Parish) as the system can be heard loud and clear over there. :)

Use this thread to post unknown talkgroups you've discovered so others in the area can help identify them.
If you've found a proper identity or have news about the system, post it here - but also make sure it is submitted to the database!

(Update)

Sorry for the double post, but I'm having a bit of trouble editing my opening post. Anyway 19440 has been identified as Flatwoods Fire Department.

I also believe talkgroup 13392 has something to do with England Airpark because I continue to hear references to the England Authority and street names in that area.
