The legacy system you point to is (like OPP) not a true P25 system; and the NAC doesn't resemble the system ID of their newer P25 systems; so not really sure what it is.

I did find the frequency under the conventional frequencies. So I'm thinking maybe it could be one of them instead.

It is a CANADA Wide allocation
Solicitor General of Canada -aka CSIS
it is part of a 3 repeater pair system with three simplex
one of the repeater locations out here is a top secret complex on the top of a tower at the local mall ,
this freq is the one most mentioned as one of the unknowns across Canada, same freq & NAC have been logged by people coast to coast.

I have created a submission for CSIS. A Global Database Administrator will look it over and add the information for Nationwide at their discretion.

I have heard an open carrier recently on the Newmarket frequency. No voice heard.

Lots of LMR voice(NOT law enforcement) and SCADA in that range too in western Canada.

I was referring to Ontario/Quebec, other parts of the country may vary. However: TAFL search in Alberta above 421.1 and below 422.0 returns zip. I have not checked any other provinces besides Ontario.

From 422 up, there is lots of commercial activity here also.
