I was searching for the reason this was happening on my scanner a few days ago, and stumbled onto this thread from 2019 and in that thread it was determined that this was "Normal" behavior for the SDS200.
I ended up doing a reset of user setting, which then screwed up a local repeater I had added as a quick save when I first got the SDS200, I often listen to the local nets on that repeater, and it didn't do this "Housekeeping" stuff and drop large amounts of the traffic while I was on channel hold.
Well just now I managed to get the freq saved again as a quick save, and it is INDEED holding on channel hold and NOT missing traffic during the net.
I do not know what setting I had screwed up to make it start doing "Housekeeping" and blinking the signal strength bars and missing traffic, but it does NOT normally miss traffic just as a matter of course while on channel hold.
