Reading PA -- Can I Listen?

I am looking to buy a scanner so that I can listen in to the Reading City police. I know they are on a trunked system, but I want to buy the right scanner. Do I need something analog or digital, and in fact, am I able to listen at all?

That system operates some of it's talkgroups in analog & some in digital.

Unfortunately, all the primary PD talkgroups are encrypted. You will only be able to hear fire, EMS, & city services.

There is plenty of stuff to listen to though with just a conventional scanner in the reading area. All the surrounding area PD and Fire have plenty of activity. I live 40 miles away and pick them up loud and clear.
