Does this use the 10.7 crystals?
Are crystals available anywhere
Does this have actual light bulbs not led lights ?

PRO-16A owner's and service manuals are both available at RadioPics Database - RadioShack/Realistic - Patrolman PRO-16A

The service manual details crystal specifications on page 3 as follows
VHF LOW crystal frequency (MHz) = Fr + 10.7
VHF HIGH crystal frequency (MHz) = (Fr - 10.7) / 3
UHF crystal frequency (MHz) = (Fr - 44) / 9
Fr is the desired receive frequency in MHz

The UHF crystals are unusual and the more common 10.7 MHz UHF crystals do not work in the PRO-16A.

The service manual lists the incandescent lamps on pages 25 and 30; rating is 14V at 50mA.

This is true. The UHF receiver is Triple Conversion whereas most other radios at that time were only double conversion. So, for example, a UHF crystal from a PRO-5 (which is still 10.7MHz IF) won't work on the PRO-16.

So are the UHF crystal the direct frequency ? example 462.450 would be 462.450 ?

No. Pro92b gave you the answer: UHF crystal frequency (MHz) = (Fr - 44) / 9
Use a crystal with frequency of 46.49 MHz:
(46.490 MHz * 9) + 54.7 MHz - 10.7 MHz = 452.450 MHz
