If you are talking about the North Carolina Highway Patrol then no as they recently
upgraded the VIPER 4.1 system to P25 so no rebanding tables are needed.
You just need to program the nearest tower to you.
Do keep in mind that there are several 700Mhz VIPER sites that can't be monitored with
the 796d.
