1) Rebanding is the changes within the 800 MHz band that are taking place nationwide.

Is this just for the USA? Will these scanners that can't be rebanded still work in Canada?

2 ) Narrowbanding refers to the FCC plan to increase the available spectrum in the VHF and UHF private land mobile bands.

3.) VHF AM aircraft band has a 8.33 kHz channel plan.

Again, is 8.33 kHz band plan and Narrowbanding 7.5 kHz or 2.5 kHz only in the USA or does it also include Canada?

It is based on US actions to regulate the US radio spectrum. If Canada has something similar, I don't know, but they are not covered by the FCC.

Don't mix apples and oranges. The 8.33 khz bandplan is NOT related to VHF narrowbanding. This bandplan is applicable to the civil aircraft VHF band only. It is actually the bandplan used around the world in the VHF civil air spectrum (in Europe,in particular), except here in North America, where if memory serves, we are on a 25khz bandplan. I understand there have been proposals to make it mandatory here in the US, too, but there's been a lot of pushback due to the very high cost of refitting thousands of small aircraft to use this. My comments apply to rebanding 800 only. Not your other unrelated items not related to FCC.
