Just ran some call signs through the following website - http://www.800ta.org/content/800mhz/tools.asp - It looks like most of the major Public Safety trunking systems - ASP, Little Rock, Conway, Hot Springs, Pine Bluff, Sebastian County, Bentonville, and Fayetteville should have very little if any rebanding issue to deal with. At worst, these systems with ops between 860 and 861 Mhz will only have to choose not to move. This means these Motorola systems will remain intact.
The only two public safety systems which will be moving will be AWIN, and Jacksonville. These will be moving down 15 Mhz from their assigned freqs.
To check your local system, check your call sign in the RR database, then go to the site above, click callsign checker, enter your system's callsign, and look at the table that pops up. Happy hunting!
