Rebanding

Rebanding only moved the channels down 15MHz. Nothing else.

When systems were rebanded, SOME system administrators took that opportunity to switch from analog systems to digital systems. That was unrelated to the rebanding process, just something done when systems were replaced.

If it was analog before, it's entirely possible they went to a digital system. If it was digital before, it's entirely possible they went to encryption.

Looking at their license, it shows they are still running analog, but that just means they may not have updated their license to show a different type of emission.

The frequencies you posted are not in the parts of the band that were subject to rebanding (851-854 & 866-869). They were never rebanded.

Using the same frequencies, try changing to a P25 system with P25 Standard bandplan. Audio Type should be Any or Digital. What scanner and software are you using?

It appears that Menard Correctional Center possibly may have moved to the STARCOM21 system. The are a lot of IDOC talkgroups there.
