I had some time today so I searched through the ULS and found the following associated with UTAH COMMUNICATIONS AGENCY NETWORK under the callsign WQCE706. If you are doing searches in the ULS it appears that "rebanding" information is all listed as a Radio Service "YP". That should help you narrow down the lists...

I have been searching the 851-855 band, off and on, over the past few weeks, nothing new heard. And, I now see that bneilson has found the ULS files with the rebanding freqs.
I Thank-you for finding and posting that for us.
