Receiption dropping out for one specific entity

One of the police departments I have programmed in my PRO-164 mutes about every couple seconds whey they broadcast but then immediately comes back. No other entities in the scanner do that. Is there a setting I need to change? It's almost like their signal is on the weak side and squelch kicks in, but setting squelch down lower doesn't fix it.

Maybe an attenuation setting of some sort needs to be tweeked?

It could be that their transmitter is not that powerful. When the FCC mandated narrowbanding they also required a reduction in transmitter power to only what is necessary to cover their jurisdiction. How far are you from this entity? Is it a small town? Blocked buy a hill? What band?

It's the Walla Walla and City of College Place system in Washington. When listening to their traffic, I'm in College Place. Regular system, not trunked. 155~156mhz. The antenna I have on the scanner is set up for 450mhz, but if I'm in town, I would think it would still work ok.
