I live in Russellville, in Pope County. I am somewhat confused as to how I can get Garland County SO clear as a bell 52 miles to the south (with a 1400' range between me and the transmission site), but I can't receive anything from Logan County 33 miles to the west, with seemingly no terrain to block the signals. Anybody have a clue as to why? Is the 1400' range somehow refracting signals this direction rather than blocking them?

Compare the height of the transmitting site to your location, and do so with those around you. Both Garland's and Pope's are pretty high up. Also the antenna set up could be directional for Logan... Also the transmitter power levels can be a factor here.
GCSO primary is on West Mountain on an 70 foot tower ant height of 117 feet above terrain at its tip. It has output of 75 watts. GCSO secondary is on Quichita Pinnacle on an 36 foot tower, antenna height at tip is 581 feet above terrain at 75 watts of power. GCSO 4 is also on West Mountian but up higher on the slope. Antenna tower is 70 foot, at tip of antenna is 383 feet above terrain with 40 watts of power.

Logan SO transmitter is on Short Mountain with no tower height or antenna tip height mentioned in FCC data.... Output is 55 watts for one repeater, 110 watts for other listing. the mapping puts it around halfway up the slopes, with other mountains between it and the county line to the east. that would block signals from going very far south or east. Not to mention if they flipped the DMR switch, digital signals are not as good over long distances too.

OK ULS data says it is at 317.0 Meters.... So change those feet references to meters in the first post...

Pope SO repeaters.... Site 1 is on White Oak Mountain tower 52 meters, antenna tip at 592 meters. Site 2 on an 30 meter tower ant tip 551 meters. That explains why I could get Pope so good from my various locations in Garland. Your up higher in elevation than Garland, so you would get the signals better.

Pope County SO is 95% on AWIN but on rare occasions they use the VHF repeaters, presumably where there are AWIN deadspots. But the countywide fire and EMS dispatches are on VHF, certainly.
