I’m hoping someone could recommend a radio to me that would fill a roll as a small unit 2-4 comm solution. This radio would have robust construction and would be used on a plate carrier and would likely see some rough conditions. Digging around the Motorola site it appears there aren’t options for a civilian to buy radios that would fill a tactical roll. I really like the SRX 2200 but realize there are many features of this radio that would eclipse my needs ( but I still want it). Is there a Motorola radio that would fit my needs and be available for purchase and allow programming?

Something doesn't pass the smell test. This sounds like Meal Team 6 type stuff.
Regardless, it doesn't sound like you need much for bells and whistles. XPR-7350 or XPR6350 would probably be adequate. If your doing something risk, tactile fast food ops, and voice security is paramount, look at XTS5000 M1 with AES256. you can key load with the KFD tool for cheap, no need for a KVL these days. Lots of tacticool accessories available for all three radios on fleabay.
