I don't know if money is a problem, but try the Nil-Jon Multiband base antenna. The top three elements vary in size from 16.5" to 19". The lower four ground radial elements are each 23". It is advertized as a versatile VHF-UHF antenna providing very high performance for high or low applications. The receive range is 25 to 1300 MHz.
I just purchased one from Grove to replace my Scantenna antenna because it is advertized as being omnidirectional, but it really isn't. Try moving it from left to right and see what happens. I live south of Milwaukee, WI, and there are TRS all around me. I move the Scantenna in one direction, and what came in strong now comes in weak.
My antenna sits on twenty feet of tower, and it is too cold to put the new Nil-Jon up yet. This will be a spring job, but I heard many people speak well of it.
