I've got a neighboring county that is putting in a Phase 2 TDMA P25 system, and I'm trying to do some recon on it so that I can update my equipment when I see traffic. I know the primary control channel is on 856.8125 MHz and I see that channel on the air (with OP25/RTL-SDR & on my BS536HP) broadcasting NAC 0x2c9. According to the info that I had, the system was supposed to be completed and the county would be cut over by the end of March 2020. The system is supposed to be majority non-encrypted traffic, but I'm not getting any hits on it at all. Right now I'm thinking that they have decided to hold off on transitioning during this time due to COVID-19, or I'm missing something in my monitoring. I still hear regular traffic on their old SmartNet system, so I'm leaning towards the first conclusion. Also, I can use the same setups to hear another neighboring counties Phase 1 P25 system with no issues.
