recording fire/police to FTP server

Is it legal to record police and fire activities to a FTP server and archive them for anyone to come and listen to whenever they want? I am talking about this site http://www.monitorcrawfordcounty.com Any comments welcome.

so if you had to pay for access to listen to the files it would be illegal? is that what the part in the communications act that says for the "owners personal gain"???
