Your only option for a scanner is a UNIDEN SDS, this is the only scanner designed for simulcast. You can also use a SDR and DSD+ which will record to your computer, but this takes some work to set up and depending on the size of the system you may need multiple dongles.

Besides the SDS series, or an SDR, there is also the Unication pager, and the Blue Tail receiver. Neither are full featured scanners, but they do handle simulcast systems.

The Unication pager can only monitor one site, and no more than 64 talkgroups at one time. Others can be programmed, but you are limited to the one sit & that amount of talkgroups at any one time.

The Blue Tail receiver does not have a display, and must have external power to run. It's programmed with your PC (as is the Unication).

However, you don't have the ability to record (in the unit itself) with either of these, though the software for the Blue Tail does provide for recording (apparently to your PC). I don't own either of these, just mentioning them as a way to monitor a simulcast system. If dealing with simulcast, as well as recording to a built in SD card are both required, then as RaleighGuy has mentioned, the SDS scanners are your best option.

The SDS scanners would be your best bet.
Also take precautions to prevent corrupting the SD card if you are going to do alot of recording.
Use a battery backup on the SDS200 in case of power outages or glitches. The SDS100 make sure the battery has always got a full charge to prevent improper shutdowns.
Rotate different SD cards to prevent over use of the card for recording. An SD card can be warn-out from doing alot of recordings.
Another option is use an external recorder with the speaker jack. Besure to turn off all the recording options on the scanner if you go this way.
