Regional 911 centers in Pennsylvania

When a Regional 911 center gets a new license does it get listed under the county where the 911 center is or under the counties that are dispatched by that 911 center. Example East Central Columbia/Montour Counties. Or Central Susquehanna Regional 911. SnyderUnion and Northern Northumberland Counties

The licenses will reflect the physical location of the transmitter sites, and the licenses can be under any or all of the agencies involved. Generally speaking, if a county is involved they will usually handle the licensing, but not always. There can be sharing of frequencies.

In the case of ECEN, they are on the state's STARNet P25 system, and so those frequencies can be licensed to the state themselves, FirstEnergy, or one or both counties. I don't recall the exact specific arrangement for that simulcast cell off the top of my head.

Oh right, yeah...the ECEN cell is licensed under Motorola's PC license for those 161 frequencies.

From what I understand, the Monroe County 911 center isn't actually county government.
It is actually an association of townships/boroughs.

Can I use on a non-P25 scanner I can monitor Vhf/UHF analog Is this a analog frequency
Is what an analog frequency? The ECEN simulcast? No, it's a P25 simulcast cell, part of the state's system as noted above.

Ah I see, not really sure how those work... does Motorola have the frequencies and then auction or lease them over to the municipality in question? Also I haven't seen many new P25 or other County Radio systems installed by Motorola, seems to be a lot of Harris or EFJ/KENWOOD by me recently...

Just because they are moving to a new system doesn't mean the old stuff will go away completely, How do they currently perform interop? I'd bet that will continue.

From a trusted source in the ECEN network and seeing the radios myself once they make the switch to P25 they will no longer use most if not all of the analog channels except for voice paging for fire and ems. The trunked zones in the fire radios at least only have 1 analog T/A channel in them but the intended use for it is unknown at this time. I did hear them testing a patch from their current County Ops 2 into the system so I figure that's how they'll do Interop unless something changes between now and when they go live which still hasn't been announced as to when that will happen. Also all the ECEN radios seem to be locked to the simulcast site(s) with the exception of the Global zone that all state radios have in them. The fire radios at least also have the V-Tac, V-Fire and V-Med channels as well that could technically be used for interop. I haven't personally seen a PD radio so I can't speak to how they're laid out.

The new STARNet system is all Motorola infrastructure but there are some agencies in the state using Kenwood radios but from my knowledge probably 80% of the subscriber units are also Motorola. I know PSP is using exclusively Motorola APX 8000/8500s but PennDOT is using some Kenwoods.

Correct, Stroudsburg and East Stroudsburg own and operate the Control Center. Stroud Twp also used to own it, but backed out some years ago. My previous boss’s husband is a dispatcher there.
