Reno County SO Encryption

I'm hearing Reno County SO 2366 using encryption all the time. It says in the database that they are in the clear. Anyone else monitor them?

Yes, 99% of their traffic is now encrypted. Same case with Hutch PD. There are times even Fire/EMS will be encrypted.

There are times they will go unencrypted, for example, there was an incident some time back where Sedgwick County was assisting Reno County with a call that RNSO had to disable their encryption which leads me to believe all encryption on the KSICS system is county specific. I could however be somewhat flawed in my theory.
