If you have a standalone DMR repeater, would periodically transmitting a SMS message to talkgroup 4044 containing the repeater callsign, location coordinates, and usage info be a legal way to meet the "broadcast the ID in English" requirement? Any DMR radio on the frequency in promiscuous mode or with talkgroup 4044 in its receive group would receive the SMS as English text.

I would ask your local "Coordination Association" for their opinion.

In the analog [my area] some repeaters are a modulated CWID, others use a voice controller which also performs other functions
and a couple use the combination of the above.
